Training Providers

How It Works

Virginia Career Works Blue Ridge Career Centers utilize the statewide eligible training provider list to determine which training providers and programs are approved to receive federal funding. Our local Board receives training provider and program applications to be added onto this list twice annually, in the summer and the spring. Our local policy on receiving and processing these applications can be found below.

Eligible Training Provider Application

Organizations interested in providing occupational or other training funded by the Virginia Career Works Greater Roanoke Career Centers must be certified as outlined in the Workforce Innovation and Opportunity Act. Applications may be made at any time, but no less than three weeks prior to the board meeting in which you wish to be considered (fall or spring, you may contact our office to obtain meeting dates). Certifications are good from the remainder of the program year in which they are received and must be renewed annually.

The new Federal Workforce Innovation and Opportunity Act (WIOA) requires the state to develop and maintain a list of all Eligible Training Providers (ETP). This list will be made available for customer review and their use in making informed choices regarding training. The state has implemented this through the Virginia Workforce Letter 16-06.  As a part of this policy two universal application forms were developed, Training Provider Application and Program Application, for use throughout Virginia in order to ensure every workforce development board collects and reviews the same information.  These application forms are available for download at the links below.

Virginia Career Works Greater Roanoke Career Centers has the responsibility for receiving, reviewing and approving training providers and their programs in its service area. Our Career Centers are accepting applications from training providers who wish to be included in the state ETP list.  The application must be completed and submitted by all potential training providers, including those who are presently approved. Your applications will be considered by the Board and, if approved, included on the state ETP list.  All participants who are trained using WIOA funding must meet the requirements of and be actively enrolled in a WIOA program.  Inclusion on the state ETP list does not ensure you will receive WIOA training funds.

Note:  A separate application form must be completed for each training program or occupational skills course of study.

Please be sure that you have provided any and all additional paperwork that is required to be provided with the application. For initial program applications, this includes:

  1. The percentage of program participants who are in unsubsidized employment during the second quarter after exit from the program;
  2. The percentage of program participants who are in unsubsidized employment during the fourth quarter after exit from the program;
  3. The median earnings of program participants who are in unsubsidized employment during the second quarter after exit from the program; and
  4. The percentage of program participants who obtain a recognized post-secondary credential, or a secondary school diploma or its recognized equivalent during participation in or within one year after exit from the program.

If the training provider is not able to provide program performance information related to the factors listed above, the training provider must submit a plan describing how they will work with their LWDB to collect and report on this information for continued eligibility. Upon initial eligibility approval, the training provider must work with their LWDB to develop a plan to begin tracking and reporting these factors.

For all providers, ADA accessibility will be evaluated by the Virginia Career Works Blue Ridge Career Centers. You may be required to complete and/or provide additional items for this requirement.
